It's partly panic, that's what the expert says, investors just trying to get hold of cash above everything! And at some stage everybody is going to reasses their ballance and portfolio, and hopefully things will start to change.
I'll put it in capital letters : HOPEFULLY! (as investor seems to have priced in nearly all worst case scenarios).
